Training a dog off leash?

We have a four year old Catahoula Leopard dog who is faster than lightening. We don’t exactly have the funds to invest in serious training but would like to have her where she can walk off leash. She’s very timid and only gets along with our other dog, a 7 month old catahoula female. If anyone has any advice on off leash training and getting the dog to socialize (she hates dog parks and all other social events) I’d love your help.
The place she would be off leash is far from any busy road and truck loads of dogs play off their leash there. I’m not concerned about being ticketed because even the policemen in our neighborhood take their dogs to this area. Last, I’m not looking to be scorned for not training my dog. She walks well on a leash and we’ve had a backyard and lived in the city for the first 3.5 yrs of her life. To all of you who did help or will help, thank you!
