Are there any dog potty training tips?

My one year old Sheltie always soils at home. I do take him out, he tries to run away home. He is also street-scared, when he was 6 months old, my dad took him out and the skateboard scared the dookie out of him 
any tips on how to make him restore this confidence and potty training tips?

Sure there are tons i searched on the internet when i had to potty train my puppy…here are a few i searched for u
When he goes in the house, pick him up, and let him finish in a fenced in back yard. If you don’t have one, quickly snap a leash on and take him to grass.
Take him outside every 15-30 minutes when you are home, and when he goes, praise him.
For his fear, take him to Obedience classes so he socializes and learns to trust you more.
And when you aren’t home, crate him.
First, try to get him on a schedule so that he can anticipate when he is going to go out to relieve himself (when he wakes up, just after eating a meal, and before bed are good basic times but add more to your schedule as you see fit). Just remember it’s 100x easier to let the dog out to go then top clean your carpet again and again. Second, bring him to the same spot each time outside so he learns where his “potty” scent is. Third, tell him a command word each time he is going to the bathroom (I use “potty” but a friend used the word “Yankee’s” – can you he’s a Red Sox fan?). Then he’ll learn what you want him to do. Fourth, ALWAYS (and I mean ALWAYS) give positive praise from him doing his business outside – verbal rewards and high value treats works very well (Bil Jac Liver Treats work for me).
One other thing to try if the above isn’t working is to put him in his crate for 1-2 hours in the middle of the day. Dogs (traditionally) won’t soil in the place that they sleep. So this will help build up the strength of his bladder. They say that a dog will be able to spend “X” number of hours in his crate equal to his age in months, buy for NO LONGER than 8 hrs at anyone time.

Like said before, don’t let your dog finish his business when he starts going poddy in the house. Pick him up saying “No,no,no!” and run him outside. If you picked him up soon enough, he shouldn’t be done going to the bathroom, so he will probably start going to the bathroom again outside, and then you can praise him and give him a treat. It might take a couple accidents for him to get the hang of it, but he’ll learn!
Also, another tip I might try with my dog is to hang a bell on the doorknob and before you run with him outside, ring the bell with his paw. Eventually, your dog will ring the bell on his own to let you know when he has to go to the bathroom.
